The procedures are based on the Guidelines on risky and harmful use at Lund University and aim to create conditions for a work environment that is free from risky and harmful use for students at Lund University. 

It provides you, as a head of department or equivalent with responsibility for students' working environment, with guidance on how to work preventively, but also how to initiate a conversation, provide information about support and act in various situations that may be linked to risky and harmful use.

Preventive measures for a healthy alcohol culture – at Lund University

Lund University shall work to promote a healthy alcohol culture among students.

At the university level, Student Health Services does much of the preventive work. Student Health Services participates in preventive measures, for example by providing training in safe alcohol service for student unions and nations. The work is done in collaboration with student organisations, the police, Lund Municipality and other actors.

An important preventive measure is to ensure that students within the faculty are aware of and follow the university's guidelines on risky and harmful drinking. As head of department or equivalent, you are responsible for the students' working environment and must ensure that students within the department receive the information they need.

With regard to risky and harmful use, students should be informed that

  • Lund University has a zero-tolerance policy towards all unauthorised and illegal handling and use of drugs by employees and students,
  • they must not be under the influence of alcohol or other drugs in connection with teaching,
  • that the use of alcohol, other drugs or other risky and harmful use outside of studies must not affect safety and well-being in the study context,
  • what support functions are available within each department and faculty for students who need support or who are concerned about a fellow student,
  • that Student Health Services can be contacted for guidance and support,
  • that students who are concerned about risky or harmful use among employees at Lund University can contact the head of department or equivalent, another employee or the student welfare officer.

Incidents and accidents

Incidents and accidents related to risky or harmful use in a study context are reported in the same way as other incidents and accidents.

Definitions of teaching and study contexts

  • Teaching refers to lectures, supervision, work-based education, internships, laboratory work, seminars, examinations, group work, field studies and similar activities.
  • Study contexts refer to activities within the framework of education, in addition to teaching.

Conversation in case of concern

When you, as a head of department or equivalent with responsibility for students' working environment, receive information that gives cause for concern about a student's health, you can act by offering to talk to the student.

In the conversation, you should start with the signs of ill health you have observed, any impact this may have on their studies, and what support is available. Tell them that you are concerned and that you care about their working environment and health. You can seek support from your manager or Student Health Services before the conversation.

It is important to bear in mind that signs that cause concern may have causes other than risky or harmful use. Regardless, it is important that you offer a conversation and provide information about support, but remember that it is up to healthcare professionals to assess whether the cause is related to risky or harmful use and to make any diagnoses.

If something happens that means a student needs to be sent home

A student who appears to be under the influence, disrupts or hinders teaching or other activities, or behaves in a way that affects safety, must be sent home immediately and in a safe manner.

Teaching staff or other responsible employees within the department or equivalent decide whether a student is in such a condition that they need to be sent home.

If the student is deemed to be in poor condition, contact the emergency medical services via 1177. In case of an emergency requiring the police or ambulance, call 112. In case of a less urgent need for support and assistance, call the university's emergency telephone number, 046-222 07 00, to contact the security guard on duty.

It is important that staff who have sent a student home inform you, as the head of department or equivalent responsible for the student's working environment, about what has happened.

The day after the incident, you, as the head of department or equivalent with responsibility for the student's working environment, should call the student in for a follow-up meeting. Tell the student that they can contact the student union, the student ombudsman and/or Student Health Services or other care providers for support. Also mention that the student can bring a support person to the meeting.

Follow-up meeting

In the follow-up meeting, tell the student what has been noticed and how this has affected the possibility of a developing, stimulating, safe and secure working environment.

Clarify what is stated in the university's guidelines regarding risky and harmful use and explain that the behaviour must stop.

Inform the student of the disciplinary measures that may result from the incident or that may be taken if the behaviour does not cease.

If necessary, repeat the information about the support available. As head of department or equivalent with responsibility for the students' working environment, you decide whether there is a need for further follow-up meetings.

If the student does not want to attend follow-up meetings

If the student does not want to attend follow-up meetings, you, as head of department or equivalent with responsibility for students' working environment, must ensure that the student receives the information in another way. You can do this, for example, by sending a registered letter or email with delivery and read confirmation.

Disciplinary measures

Students who engage in risky or harmful use of substances are first and foremost individuals in need of support. However, sometimes other measures need to be taken.

Disciplinary measures may be taken against students who disrupt or hinder teaching, examinations or other activities within the framework of the programme or activities on the university's premises.

As a head of department or equivalent with responsibility for students' working environment, you can contact the Legal Department for support and guidance on disciplinary measures.

Documentation

Heads of department or equivalent with responsibility for students' working environment are responsible for ensuring that all incidents, conversations and measures are documented and stored securely.

Employees with responsibility for students' working environment can contact Student Health if they need advice on handling individual student cases regarding risky and harmful use.

Student Health Services has a mandate to work preventively and counteract ill health linked to risky and harmful use among students. Student Health Services participates in preventive efforts, for example by holding training courses in safe alcohol serving for student unions and nations. The work is done in collaboration with student organisations, the police, Lund Municipality and other actors.

Student Health Services is governed by the Health and Medical Services Act 2017:30, and confidentiality applies in accordance with the Public Access to Information and Secrecy Act (2009:400).

Support for students

Student Health Services offers support to students on issues relating to alcohol consumption, drugs, gambling and other forms of risky and harmful use that affect their studies and health.

Via the Student Health website, students can access information about risky and harmful use, as well as test their alcohol consumption and receive personalised advice. The website also offers the opportunity to book a consultation.

Students can be offered support for change within the framework of Student Health Services' efforts and/or, if necessary, be referred to another care provider, such as a health centre or specialist care for more serious problems.

  • The head of department or equivalent with responsibility for the student working environment is responsible for ensuring that students are aware of risks in the working environment, the University's guidelines and procedures regarding risky and harmful use, and what support is available. They collaborate with the student welfare officer in the systematic work environment efforts for students.
  • The student welfare officers in the university's activities work to promote a good work environment and represent students in work environment issues within a field of study.
    The student unions at Lund University can be a source of support for students and, among other things, provide information on where they can turn for help in cases of risky or harmful use.
  • The student ombudsman at Lund University's student unions can provide support to students and, among other things, provide information about students' rights and where they can turn for help in cases of risky or harmful use.
  • Student Health Services works to combat ill health linked to risky and harmful use among students. Student Health Services offers support to students in matters relating to risky and harmful use and refers them to appropriate care and treatment. Student Health Services provides guidance to employees responsible for the working environment of students in individual student cases concerning risky and harmful use.
  • The safety coordinators at the Safety and Environment Department provide guidance and support to the departments on issues concerning safety measures in student cases related to risky and harmful use.
  • The lawyers at the Legal Department provide guidance and support to the departments on issues concerning disciplinary measures in student cases related to risky and harmful use.
